International competition over natural gas and oil has been escalating in the Eastern Mediterranean in recent years, and the region has become much more significant for many regional and global actors. This article claims that a bloc of regional actors, supported by the United States, has been following a containment policy against Turkey in the Eastern Mediterranean. By examining recent trends and developments with special focus on the policies directed against Turkey's rights and interests in the Eastern Mediterranean, this article demonstrates how Turkey is being isolated in the region, and discusses Turkey's reactions to its on-going containment.

Birçok devlet, farklı grand stratejileri kullanarak uluslararası sistemdeki gelişmelere karşı yönünü tayin etmektedir. ABD, bu devletler arasında en dikkat çekenidir. Zira Beyaz Saray, kuruluşundan beri farklı grand stratejilere sahip olmuş ve uluslararası gelişmelerde kritik rol oynamıştır. Washington, özellikle Soğuk Savaş'ın ardından uluslararası sistemde hakim olabileceğini düşünmüştür. Ancak, çok geçmeden çatışmalar meydana gelmiş ve bu gerilimler başkandan başkana farklı grand stratejilerin tercih edilmesine neden olmuştur. Öyle ki, 11 Eylül 2001 saldırısıyla Afganistan ve Irak'ta savaşlara giren ABD, sosyo-ekonomik olarak hırpalanmıştır. Üstelik, 2008 ekonomik kriziyle karşı karşıya kalmış, iç politikada zorluklar yaşamıştır. Bu gelişmelerin ardından, Obama başkanlığa gelmiş ve grand stratejisi olarak yeniden mevzilenmeyi seçmiştir. ABD Başkanı bu doğrultuda, ekonomik maliyetlerini kısmak ve iç politikaya odaklanabilmek amacıyla askeri harcamalarını azaltmıştır. Bu tez, Obama'nın grand stratejisini Ortadoğu'da da uyguladığını ileri sürmüş ve bölgedeki gelişmeler üzerinden bu iddianın göstergelerini değerlendirmiştir. Söz konusu gelişmelerin başında, Beyaz Saray'ın askerlerini Afganistan ve Irak'tan çekmesi, Arap İsyanları, İran nükleer müzakereleri, İsrail-Filistin çatışması ve terör sorunu gelmiştir.ABSTRACTGrand Strategy is a blueprint that sets the path to foreign policy; more specifically, it reveals how foreign policy decisions and tools can be used. Many governments use different types of grand strategies to determine their direction towards the developments in the international system. The United States is the most remarkable example among these states because the White House, since its foundation, has had different grand strategies and through them it has played a critical role in international developments. Especially after the Cold War, Washington thought it could dominate the international system. However, in a very short time, different conflicts started to emerge and the approach of different presidents to these conflicts resulted in different grand strategies. As a result of these strategies, the United States started wars in Afghanistan and Iraq after the September 11, 2001 attacks, soon to find itself socio-economically damaged. Moreover, the United States was shaken even more by the economic crisis of 2008, which was translated into difficulties in domestic politics. In the light of these developments, Obama came to the presidency and set out to follow a new grand strategy, that of retrenchment. Accordingly, the US President cut the military spending in order to reduce its economic costs and to focus on domestic politics. This thesis suggests that Obama applied his grand strategy to the Middle East and evaluated this assumption by taking into consideration various developments in the region. The main developments in question are: withdrawal of troops from Afghanistan and Iraq, Arab Uprisings, Iran nuclear negotiations, the Israel-Palestine conflict and terrorism.
Turkey's foreign policy approach started to transform from a more liberal and humanitarian foreign policy to a more realistic and pragmatic one in 2016, which was manifested in the Syrian civil war. In this period Turkey started to prioritize the use of hard power in order to prevent the threats resulting from the civil war. This paper asserts that while Turkey's objectives in the Syrian crisis have remained stable, its priorities have changed especially in recent years. So, while from 2011-2016 humanitarian norms dominated Turkey's Syria policy, after 2016, these norms became secondary priorities, and were replaced by hard power-based military assertiveness. To support this hypothesis, six main objectives of Turkey's foreign policy are taken into consideration: Managing the humanitarian crisis, materializing the fall of the Assad regime, aiding the opposition forces, waging a proxy war with Iran, eliminating the threat of Daesh, and preventing the PYD/YPG from creating an area of dominance.

Makale bu varsayımı desteklemek amacıyla Suriye krizine karşı Türk Dış Politikası'nın altı temel amacını merkeze almıştır. Bu amaçlar sırasıyla; Suriye'de ortaya çıkan insani krizi yönetmek, Esed Rejimi'nin yıkılması, muhalefet güçlerine destek, İran ile yapılan vekalet savaşı, DAEŞ tehdidini yok etmek ve PYD/YPG'nin hakimiyet alanı kurmasının engellenmesidir.
Bölgesel ve küresel etkileriyle Ortadoğu bölgesinde amentüleri baştan sona sarsan halk hareketleri, çevre ülkeler üzerinde büyük etkiler oluşturduğu gibi; uluslararası alanda kuvvetli aktörlerin üzerinde de büyük etkiler yaratmıştır. Bölgeye yönelik politikalarını yeniden gözden geçirerek farklı taktik ve stratejilere yönelen ülkeler, bir satranç tahtası edasında olan Ortadoğu'da yeni konjonktüre uygun hamleler yapmak üzere harekete geçmişlerdir. Bu yeni duruma yönelik geliştirilen politikalara ilişkin olarak pek çok çevre, Ortadoğu'da değişimin getirdiği güç boşluğunu doldurma ya da bölgede yaşanan dönüşüm sürecinin fırsatlarını değerlendirme gibi açıklamalar getirirken; pratikte yaşanan, farklı ülkeler tarafından bölgeye yapılan ziyaretler ve bu ziyaretlerde ortaya çıkan çekişmeler paralel şekilde stratejik bir güç mücadelesi alanın oluştuğuna işaret etmektedir. Tüm bu gelişmeler ve stratejik arka planda yaşanan çekişmelerle birlikte Arap baharı karşısında Türk dış politikasının geliştirmiş olduğu retorik, bölgede ve uluslararası çapta yankı uyandırmıştır. Çalışmada Arap baharı karşısında Türk dış politikasını ele alarak yaşanan dönüşüm sürecinde Türkiye'nin bölgedeki rolünü değerlendirmeye çalışacağız. ; Civil Commotions, unsettling the creeds with their regional and global effects in the Middle East region, had great impacts not only on neighboring countries but also on internationally powerful actors. Countries, which turned towards different tactics and strategies by reviewing their region oriented policies, have got into the act in order to make the movements in compliance with the new conjuncture in the Middle East whose position is like a chess board. While many neighbors, regarding the enhanced policies aimed at this newly situation, come up with some explanations such as filling the deficiency of power resulting from the alteration in the Middle East and benefiting from the opportunities of the transition period encountered in the region, what in the practice is that the visits of different countries to the region and rivalries arising during these visits correspondingly signalize that a strategic power struggle area has been formed. With all of these affairs and strategic conflicts in the background, the fact that Turkish foreign policy that was improved against Arab Spring, has created reactions internationally and in the rhetoric region. So, what we will try to do in this article is to evaluate the role of Turkey in this region in the transition period by discussing the Turkish foreign policy over against Arab Spring.
